Java Runtime Help!

ok heres the thing iam trying to set up my own private server and when i try to compile it it says 'java isnt recognised as an internal or external batch' ive even downloaded the latest java, ive also set the enviroment varribles correctly and ive tried restarting my computer but it still says the SAME THING! can any please help me?
