Yes, they don't need any proof to ban you for botting.

 

Jagex doesn't release evidence for botting because they want to keep their bot detection methods a secret.

If Jagex released their proof of detecting your bot it would compromise it's effectiveness, because Bot developers would purposefully update and improve their programs to work around the detection software - thus making it harder and harder to pick up on.
A Macroing Permanent ban is next to impossible to reverse - and all appeals will be denied unfortunately, you don't get any second chances when caught breaking that rule. There have been cases where an account is randomly unbanned a year or so later for no reason, and given a last chance. Sometimes you can also receive a "Last Chance Appeal", where Jagex randomly gives you the opportunity to appeal again as a last chance - If this appeal is successful (it quite commonly is), then you are unbanned but on strict conditions: Should you break ONE rule again, even the smallest rule, you will be banned forever... no more chances.
