Hiring opencart developer

I have 2 tasks

1) Create a basic verification page where customers can upload documents like ID and proof of address. This should be attached to their account on our site, secured (encrypted) and stored on our server. These forms should be viewable and able to be approved by admins. It doesn't have to be pretty, just black/white and functional.

2) Create an automatic tiered system for accepting payments.

For example:

New account $50/max PP per week or unlimited via x y z (they've registered and confirmed their email)
Tier 1 verification $150/max PP per week or unlimited via x y z (They've uploaded their ID and proof of address, and whatever else is on the tier 1 form and its been approved))
Tier 2 verification $300/max PP per week or unlimited via x y z (They've been a member for x months, or spend x much, and have satisfied the tier 2 requirements)
Tier 3 verification unlimited all (given to friends or long term customers manually by admin)

There should be a simple way for me to change these values on my own, and manually change people between tiers if needed.

I don't pay freelancers up front, if you get the job done satisfactorily I will pay you what we agree to.
