Reason why they are ban evading (IP audit not being enough):
Hi091 joined exactly 1 day after Iameo's ban. If you look at the previous reports, Ryan always ban evades a day or so after he is banned on one of his accounts.
Why I think it's him:

Hi091 has two vouches of selling names, and no vouches of him buying them. These names are likely recovered/scammed names.

Iameo was trying to sell wield, which is listed as Ryan's new Skype on an mm thread.

You can also check his IP to see that he's in aus, which all other IP audits against him have proven correct.

Ryan is a serial no life scamming kid who can't find anything better to do with his life.
