Help with second chance?

So I've quit rs for quite sometime, but I was told that Fagex have removed the "last chance" apeals trhat have been denied and gave us a second chance ,

so, i mite be in the wrong place do forgive, its been a while since ive been here, let me know if you have any suggestions or any tricks
