Help plz READ!!!!!

Hey plz is there any possible way to send for example 10$ to my paypal acc or someone's else if i don't have a bank acc or balance on my bank acc but i do got a netspend card its a mastercard visa prepaid.. was wondering i f i can use that or how would i be able to do it

 

if its either a prepaid mastercard or visa, then yes

 

So what do i do then ? Add money to the card then what do i do if i want to send to someone's paypal or mine
