    You're not suppost to make vouch threads anymore, because they're counted as 'spam'. Here's where you put them, though.
    User CP > Edit Profile > Vouches
    Place all of your vouches in there, and click save.

    Not sure if this counts but a MM application can be used for vouches, but you actually need to MM for people and such.
