It is perm. but you should still be able to use any other payment method, the only way it will no longer be perm. is if you get ahold of jagex via the site and tell them your situation and make up some story, or if a rs3 comes out and they reset everything again like with rs2 where everyone could get unbanned with the legacy deal, because the same thing happend to me on my old main on rsc when i scammed jagex with CC lol.
