Wrong section, you can offer skilling services in the Runescape Market under Skilling/Questing.

 

Vouches are not a form of currency. You can not ask someone to vouch for you, but if they think you have done a good job then they will vouch.

Go to Runescape Markets - Skill Training - and make your thread. First look at other people's threads because one level is not going to interest anyone.
