its simple. needs a render/stock
looks like a color grandient, turned up brightness, and put a gaussien blur over all of it

Yeah, its just a radial gradient with motion + gaussien blur but thanks!
Its made with Paint.net btw.
I'm not too good with stock images, well I never really tried them. Can't find any god tuts for paint.net
