I disagree with your response. Basically, you're telling him he can gain no rank on this site any more? You most probably won't give him staff back or OMM back. I understand about the staff. But OMM? He earned it. If he wanted to scam, then he would've done so long ago. I know it's not any of my business, but that's just my 2 cents. Also, what Pen said was pretty silly. When Pen unbanned syed, he said to contact him if he had any questions. Syed PMed him but got no response... /srspost.
If the staff feel that you're a risk to this site (we'll obviously need some evidence for that) then you can either get permanently banned, a market ban/TwC, or in Syed's case, removal of his ranks. Simply completing your application for OMM wont get you accepted; many have gotten denied in the past. Besides the fact that Pen is a normal human being with lots of real life matters that are more important, he's also an admin, so him being busy is to be expected.
