Cooking, Firemaking, and Fletching. Cooking and Firemaking both took around 5m ea.

Also, I would reccomend 99 firemaking. The cape is much more respected and I think the cooking cape is ugly personally.

 

If you're just going for 99 I would say firemaking is the fastest. I too tried to do this and woodcut myself and burned te logs until I could do willows then paid ~12M for all the logs then you're golden from there. Just a long time of clicking over and over... It gets old but it's doable if you focus.

 

Go to Rogue's Den. (make sure you have cooking gauntlets)
68 - 81: Lobsters
81 - 90: Swordfish
90 - 94/95: Monkfish
94 - 95: Sharks
95 - 99: Rocktails

Lol alright mate. You'll probably lose out on quite a bit more then if you don't have gaunts.
In which case..

74 - 86 Lobsters
86 - 90 Swordfish
90 - 94 Monkfish
94 - 99 Sharks

You could just do monks until 99 if you want, but I'd definitely say it's worth the effort getting gaunts.

 

Cooking is definitely the fastest and easiest even if you don't bot.

I'd also mention Wc is pretty easy to be fair now they have ivy.

Cooking is the easiest, but with fletching you could make profit.

 

The fastest 99s are prayer and herblore imo.. but both cost over 200m but can be done in under a day..

for a 20m budget cooking.

 

you should just do hunter or cooking

 

Hunter? i dont see hunter as fast. Go ahead and cook. Its best.

 

Firemake, its not as fast as cooking, but the cooking cape is fail.
