I think that if you get 90 attack and then 90 strength which you're talking about, then you will hit excellently with a whip and they are one of, if not the fastest hitting weapon in the game, so 99 attack will go loads loads quicker than using a saradomin sword to get 99 strength. But you could use it to get 99 strength after attack because being 99 attack you will hit very very often.

 

if u want to get 99 str and 99 att anywayz then do liek 2str lvls then 2 att lvls...and so on thats fastest xp!

In pvp world it's 4.5xp higher then in non-pvp were the xp's 4
