How to transfer name fast say simple and effective way please

So I need ban that account with name I wanna transfer?

 

no..., u need to change name to somthing offensive like : jagexsuckmydick
and they will make u autochange it and the rare name will get avialible
u change it on the acc with the rare name -.- ;d

 

and If I change account to normal name what then?

 

Don't do that. Basically what you need to do is have both account with membership active and then what you do is, Change the name on the account that you want to transfer the name from. Wait another 28 days (Around that) untill it 'Clears', then when that day comes, go onto both accounts and change the name on the account you want to transfer it to. Hope I helped.
