connection

Ok well heres my question(sorry for having so many)
in vb6 you can have it so if the server is running and the client has the port then they can chat so how can i make a program so that when the server runs the client can chat with it using the correct ip settings?

note this is a .net question not a vb6 question

not exactly sure i have to recheck what its called but heres what i mean.

I put it my ip then run the server and then the client and when I type a messege in the client the message is sent to the server and if i type in the server it goes to the client so its kinda like a games chat system.
