Cash Stack Resets?

I have seen people talk about how the cash stack has been reset and how Jagex is now 'monitering' trades, but is this true? I have been contemplating on starting up a small buying/selling business, so is this something i should thinking about?


Example: If i bought 500m from a member and then to have my cash stack reset. This would put me down $300-$400

I have heard of many people that they do the staking method of transfering money, so i want to hear from you all if this is a good idea, and other options/trading methods?
