You can pinpoint the ISP,
but location of the user is merely impossible unless the ISP gives you the proper information,
which I doubt they would.

 

No, The you need the Dynamic ip. eg.(123.123.123.123)

You'd have to have the full ip, and sorry that you were hacked bud
