can i come back?

my user name is lazy
I was permanently banned last year i beleave for ban evading.
I am not exactly sure what that is but i miss sythe or would really love to come back to sythe. I just started playing runescape again and to be back at sythe would be a blessing. I am a new person, double read rules and will do anything to be back here. It would be a blessing please take me back. if not, I understand. thank you for your consideration and im sorry for bad actions I took in the past.
