    simply a bump button that can be used every 10 minutes or so, i think it would cut back on spam and make work easier for moderators as they clearly are already busy enough as it is

    Not only is this on the do no suggest list, but it's also a dumb idea. If no one relies to your topic then obviously they don't want your account/service/whatever. It's not like the Official RuneSccape Forums where there are thousands of posts per minute where it's needed. Here on Sythe your thread will stay on the first page for a sufficient amount of time.
