Apparantely

Jagex made a new secruity system to prevent account trading. the original ip address can always recover acc even with all wrong info. as for anybody else, your recovery appeal will be denied unless u have been playing on acc for 1month

Is this true? heard this from a guy trying to sell 138 ? :S

this cant possibly be true.... your IP changes every so often, such as times when u turn off your router/modem, or when you power goes off and turns back on the IP changes. Jagex also cant view all IPs because some people have things that reroute there IPs so they cant get caught for things that are actually illegal
