adding items & commands

hey,

I have a 24/7 server which is running using the source aquascape. I've modded it a little bit as I know a little java. But how do you add items to the game? I'm mainly wanting to give it skillcapes but im not sure how to go about it. Eg you type ::attackcape and you get the attack cape. If someone could help me out I'd be truely grateful
