    oembots is already 1-3$ cheaper then other sites but with the 25% off it's VERY VERY cheap!

    Uhh yeah? not they told you. It's a rule that you can't send money via paypal if it's not registered with a card.

    go to a store and buy a giftcard with atleast 2$ ( if it doesn have 2 it wont work ) You can then register that card to paypal and send and receive money.
