I think you need a little help understanding - your ISP sets your connection type to either a 'Dynamic IP' or 'Static IP'. Most ISPs these days assign a dynamic IP unless specifically requested by yourself - take for example the IP 94.15.141.76 - say this was my IP, if I restarted my router...
