the 3400g is a CPU with a graphics processor onboard, it'd arguably be enough for OSRS... I'd say make due with that 3400G until RTX 3000 series cards get released because prices are going to crash HARD.

Seems like the Devolo Cockpit software itself doesnt give direct access to packet sniffing or monitoring specific network activity, it might give some insight into the network statistics such as download/upload and bandwidth usage though. I can't vouch for the stability of any powerline network...
