Those are raiding items, gained from killing the end game bosses and getting a chance at winning the item [you compete against people that use the same gear/armor]. don't worry about these till you're level capped.

and if you're below 85, grinding battlegrounds for honor points and handing them in for justice points helps out, though it is a trade off, 375 honor for 250 justice, but if you're looking to max JP before hitting 85, you'll have to grind bgs as i'm at 84 currently on my 3rd 85 and being a tank...
