that's honestly the whole point, the arena became something in time i dont think jagex wanted it to be, but they dont feel they can get rid of it so just make it worse to use.

There are thousands and thousands of players who do not rwt or stake, as jagex has stated themselves about 50% of players do rwt, so a certain % of the gold isnt going to be rwted and won't be rwted unless the player is hacked. Staking is notoriously connected with rwting and xers made billions...

Most stakers were rwters opposed to actual players, most of the money coming into the game doesnt go toward rwting, if they really want to create a good gold sink though they will do a small ge tax that will make a big difference long term.

this has happened multiple times to some extent, just dont think the past ones were quite as public, i believe reach or another mod was caught helping with the corp bug or something
