I know I am a bit late, but yes, in general they quash almost all bans given enough time. I think the rule is a minimum age of 5 years for a ban is required before they consider quashing them. I don't know much about RWT bans but I'm refering mainly to Botting bans.

You're unlikely to be banned for buying gold unless you buy like 1b+. Don't do items. Ever. Sites that sell items inflate prices hard.
