Programming section restructure

Since the full forum restructure is going to be dragged on a while, I may as well suggest this separately as it's something I want done as soon as possible, so I can start posting in the section. This a completely simple suggestion, as to not confuse any of the dear readers.

Make it less language-specific and more general:

IE:
Off Topic - Programming

• General - Includes discussion for General programming
• Web - Includes discussion for Web programming

It's simple and works. I am open to any ideas for what to replace General with, but constraining it by language in a forum that rarely sees activity isn't the right move.

It sounds good but will a lot of users actually know the difference. Its a good idea to slash into the forum remake tho but it will possible be one or the other general or web. Depending itnone is way more active than the other. I think its worth a test.
