    I don't think the responsibility lays on either, and I don't really have an opinion on who should help. But all I can see is that help is definitely needed. But it was the USA who helped restore order and now the troops have left, the government cannot cope with the attacks/slaughter that is currently ongoing. So they require support.

    The reason that who helps is important because it will help determine which countries Iraq aligns with in future matters.

    The United States and England are finally seeing the blow back from nearly a century of meddling in the Middle East.

    These groups have long been at odds. In fact, Iraq would not have existed if it wasn't for post WW1 spoils. England essentially made lines in the sand that is Iraq to get to the oil fields.

    Anyway, the United States finds itself in a tricky situation. While we want Assad out of power, he is on the same side when it comes to ISIS.

    I think when two of our enemies are fighting its more beneficial to let them both weaken each other first before we intervene.

    Not really the case here. Alliances are never that simple in geopolitics, besides, the US has more military power than any group of radicals in the Middle East, "weakening" doesn't mean anything, it's all political.
