[BUYING] Looking for web developer (3 Websites) - Must have portfolio

I'm in search of a web developer for a friend.
Current need for his business is 2 websites (and possibly a third)

It is in regards to financial services (personalized loans)
The primary website must be formal, and not flashy.

The second website is a lead generation website (for a separate business)
Slightly flashy, must "pop", but again, has to be professional.

Both pages will require a webform (lead gen being custom)

Please no websites that scroll around and things drop in.

Mobile optimization also required


Both may require custom graphics/etc, and if you cannot do this, I will pay your cost in sourcing them if they are reasonable.

NO COPYRIGHTED IMAGES PLEASE

During the transaction, a signed do not compete, do not disclose will have to be signed. A picture of your government issued identification will also have to be supplied, with a picture of you holding it and the contract, dnc, and dnd in it.

The third is pending

Payment will be in any format of your choosing (paypal, btc, e-transfer)
