help with programs?

hey guys, so i downloaded tortoisesvn, and the scar program.

My next question is... how do i run scripts/where do i obtain the scripts?

Also: yesterday i tried getting rsbot or w/e, but the installation kept failing (didnt have tortoise at the time.)

So will it not fail if i have tortoise? i read that an svn is required somewhere..
