When you purchase a ticket to RuneFest, Jagex sends you an email containing a code you can enter ingame to get the Flagstaff of Festivities. You can see it in the knowledge base under holiday items.

I'll likely be buying a ticket, my credit card should be here in 3 days. Was just trying to get one a bit cheaper, but since theres no way for a mm to confirm the code or anything, the cash would need to be MM'ed and none of the OMM's would do that. And findind someone to go first is a pain. But I'll atleast try until I get my credit card
