How does recovery work now?

Ok say I want to buy an account off of a Newcomer... I am very hesitant because new members who are selling something usually are EVADERS and have been banned before for scamming. I am not saying 100% of them are but most honestly are. I have a new account because my old 2007 account got compromised and I made a new one, which I know is the case for a few people too. Anyways I would like to know how recovery of an account works now. I know it seems pretty solid when you change the accounts email to yours that it is safe because in order to recover it Jagex sends you the form through the accounts registered email. Can't the person send Jagex an email about the recovery or what other options do they have? I know hackers can access accounts and change the emails too so how does one legitly go about gaining access back to their account?

but the only way to recover an account that you do not have the email to is to email jagex correct? Recoveries no longer exist?

 

Recoveries exist, but the main way of recovering a password is with a registered email.

My advice is, don't buy accounts period. They are never secure

 

No matter how much security you put on an account, the original owner can always recover it with the original I.P and details. Pretty much, don't buy an account from a member unless you trust them 100%.
