    Smoking kills
    Am curious if you're able to start/finish smoking kills without finishing The restless ghost, only getting the ghost speak ammy.

    Smoking kills
    Unfortunately, one of the requirements to start Smoking Kills is that you have completed The Restless Ghost quest.

    So to answer your question, no. You can't start OR finish Smoking Kills unless you have completed The Restless Ghost AND have the Amulet of Ghostspeak.

    Just do it man its not long, but yes you have to have it completed not just ammy
