Need Mod Help.

I bought a level 138 main for 250 USD off a sythe memeber called ODD, we used the MM called CashMan who is now banned. However, I have screenshots/and other proof of the trade. Yesterday i tried logging in and coudnt, i.e. found the account recovered.

I pmed him telling him i would make a scam report and open a dispute for the 250$ in 24 hours unless he responded/gave me back the account.

I find the 250$ paypal that i sent him refunded. However I had also transferred about 120m + worth of RSGP on the account, I do not think i took screenshots of this, but ill have to check. I want to know if i can still initiate a scam report as i have lost quite a bit of time (and money) getting the dung up by several levels. (and 120m) Is he allowed to merely refund me my original 250$ and get away with this? Im waiting to hear from him and I have SUBSTANTIAL proof, I will post it if i make a scam report.
