Gracious is possibly a scammer

BEFORE I GO INTO DETAIL PLEASE NOTE:

-I'm not going to accuse him of scamming just yet, but this seems sketchy so I need your help to get my money back!

Explain the service: I was purchasing 3 quests to be completed for 19m 07gp:
1) Lost City
2) The Grand Tree
3) Monkey Madness
I gave him the money and he told me he would start in 4 hours.
When he went to log in it said "Account disabled" (Which means he didn't log in once so service wasn't started) and so I just want my 19m back. He said he would give it back only if a mod said he had to, so I'm posting this to get my 19m back as I didn't get the services because of an account failure. I'd let him do it on another account but I do not have any other accounts that meet the requirements.

I just want my 19m back, a mod can log into my Skype and look into it further if requested. I'm going to be using the 19m to donate towards Sythe, and I don't need for any actions to be taken on Gracious, I just would like my gold back. I would totally understand if my rs account was banned after or during the quests being attempted but as he even states he was not able to log in (so he didn't do anything yet) I'd prefer to have my money back as that only seems fair.

There is no service to start, therefore he must refund you. Report back here when he has done so.

 

Just keeping you updated, I have still yet to receive my 19m. I did not forget nor will I forget to tell you when it's been replenished. Sorry for the wait, he did try to contact me once this morning (my time) but I was unavailable as I was at work and didn't receive the notification. I don't mind giving him a little more time to see if he does come through with this as I am off work today (October 2nd)

Thanks for all of your help so far though Ghast, I really do appreciate you taking your time to look into this for us. Hopefully this can be resolved soon as I know you have a lot of more important things to do
