Between the two of them they should both already be TWC'd for the fake vouches which they admitted to. On top of that, there's a total of 12 scam accusations between them, including one where they were allegedly working together in unison to attempt to scam someone. Their multiple scam accusations alone show that they're a danger to the community. They also both evaded their 2 week bans (Glitchguides evaded his multiple times) showing that they have no respect for the rules. They are working together and have scammed multiple people, with one of them even gaining additional scam accusations during the time he was ban evading his temporary ban.

They also create multiple threads, making a new thread every time they get scam accusations.
