Details:

I was going to buy a 6 digit steam ID as he mentions in his thread. I add him on Skype and proceed with payment. He tells me to send the payment to his PayPal account as a gift, which I do. After sending the Payment, he flats out ignores me and refuses to give the account information.

$6 USD is chump change, perhaps it is a million dollars to him as he lives in a third world country, but he's probably scammed tons of other users with no account/rep so they don't bother to report him.

I refunded it and I wait his connection.
