Here are some reasons to ban him:

1. VPN match ( only with his banned account, no more other users matches )
2. Selling almost same amount of accounts
3. Same digits accounts as in previous report
4. His VPN matches with a other banned user that has only that IP and not others

In this instance, he's been posting similar accounts however.
That does warrant a ban.
