It has come to my attention that you have been trying to get this resolved with Entrr.
It seems that you think that you have been overpaying, but the fact is that you guys made a deal for 60m, and are now coming to the conclusion that it could have been cheaper. Overpaying is not uncommon in the runescape business, as people can set their own price, and set their own margins. This is not against our rules.

If you and Kingnaruto made an agreement, that's what has been paid and we cannot force him to refund the 20m you 'overpaid'.
If you really feel you should be (partially) refunded, you'll have to make an agreement with KingNaruto.
