Reporting user Romney for scamming

How they scammed: I bought a 40$ Amazon Gift Card from him for 70%, which is 28$. This was on October 16th, and on October 17th, the 40$ was taken back, and is currently pending. He also sold me a 20$ gift card, but that transaction went fine. Tried to contact him, waited 2 days, no response via Skype, hence I can only assume he scammed me.
