    CPU PROBLEMS

My cpu keeps going unresponsive and crashing on me it's happened twice in nightmare zone... Anyone know how I can fix this I can't stop my grind!!!! - Backstory.

So ive had this computer for around 9 months now all in all no problems, custom built so i know exactly whats inside it and how it functions... Today i havent turned on my pc and my CPU decides to freakout and fart on me, Like ill boot up my computer and my cpu will be on 20% (I DONT USE AUTOMATIC STARTUP ON ANYTHING), I know this because i use my Task Manager, I find that highly strange. Then for example ill load up OSBUDDY and itll be 50% CPU usage, So im not sure whats using that 20%,im the only user of this pc due to the fact every member in my family has their own (Less hassle)... Ive disconnected 3 times and sometimes my pc blackscreens when i try to CTRL + ALT + Delete and says "Windows couldnt display the feature CTRL ALT DELETE at this time"... WTF?

If anyone can help itd be appreciated, I use an intel core i5 3470k (I know my pc is a budget pc im 15 lol), And an arctic cooling fan for the cpu, My cooling fan for my cpu is going beserk at the moment! im sure i have no viruses since ive ran premium malwarebytes and premium norton scans on the pc?

    Help? Please...

Have you checked your processes and sorted them by CPU load?

Could you make a picture of processes located in task manger? Tick ''Show processes from all users'' and make sure you leave the CPU usage in.

This is a software issue. Not a CPU issue. Reformat and don't use a shit version of Windows.

I seriously don't think it's your CPU dude. If it were you'd be getting blue screens all over the place and failed cores.
