What Video settings and Video card are you using?
I'm currently running on medium-high settings with low-medium clip settings. The video card I am using is radeon hd6850 default with a thermal take intercooler fan custom placement(antec clear custom case) With a 700w antec PSU. I'm thinking of turning up the notch, but I don't want to overheat my system and I am fine with 82fps.

Your setup is fine. Have you turned of shadows,shaders vsync and all that is? It REALLY brings down the FPS.

I'm all down to low and I turn off V-Sync and shadows. Game looks ok, I don't mind the quality.

GT 520m video card. Only packs a gig, with some 600 MHz clock, but it's good.

Maxed entirely, on a powercolor hd 5850 PCS+. I've overclocked it to 925 core and 1200 memory (from 725/1050) and hover around 55-75 FPS.

Maxed, GTX 570 with a 850w PSU, standard Thermaltake Level 10 GT case fans. I average between 70-90, but have have gone higher than that. I almost never get lower than 60.

I was planning to get 560-Ti, the game lags for me on GTX460.
Is it ok for me to get 560-Ti just for the game ? I can't afford much.

Yeah, it'll be fine. I don't think you'll be able to max, but you'll probably be able to run it over 60fps. What are the rest of your specs?

It should be able to run it absolutely fine, a system like mine should be able to run it fine. Make sure you have a good processor and a decent power supply to run alongside the 560ti.

You should be fine, but you might want to upgrade your PSU to 700w or higher.

If I get it I'll be running it on a 1GB Nvidia Geforce GT 240...It's not a bad budget card but I've had a lot of bad luck running games. People on Youtube have made videos of GTA4 on maxed settings using the 240 yet I struggle with high-medium and sometimes on low depending on if my ram wants to work properly or not.
Once I get some cash I'm going to overhaul my PC, get a 6 core Phenom II, new video card possibly, and pump the ram up to 12GB DDR3 or 16 depending on what has the better value.

Depending on how long you wait, 8 gigs of ram per stick will be widely available, so 16 would be the easiest option.

Max Graphics: Sapphire Radeon HD 6950, i5 2500K (Not overclocked), 8GB RAM
FPS: Constant 120-150 (Never below 120 unless on fleet obviously where it hovers to around 90)
