Tech Project- Automatic camera that MMS Photos

Hey guys, I'm working on a project to take pictures of the reef/ocean (from the surface) just offshore and a vital aspect of this is developing a CHEAP system whereby I can set up a camera/phone to take one or two pictures a day, and send it via GSM network to my mobile phone.


My plan was to use an old phone and somehow program it to do this but this has proved very difficult.

Possibly looking for someone that would be willing to write very basic code for me for android, ios or something similar.
