I think i got scammed but im not sure...

Okay i will try to explain what happened:

I sold a account to a guy here on sythe 23/12/13 (not going to mention him, because i dont wanna start a witch hunt but hes been inactive since that day).
When he paid me (4$ Paypal), the money was held by Paypal himself and it's on "inquiry by paypal".

I tried to get a response from paypal and i got this:

The last answer i got from buyer was in 26/12/13 and it was this:

"Hey. I haven't been able to contact them yet. I've needed to arrange things with my Bank, because PayPal wont do something etc. Ill be getting it through hopefully over the next few days."

Sent more pm's and till today got no answer, found today he deleted me from skype.

Did someone experience this before? I know the money was held by Paypal alone and not by himself but the fact is that he has the account and i dont have anything...

 

Is your paypal account new? some new paypal users have their funds hold for 21 days.

 

If its an inquiry by PayPal that means that PayPal thinks the account is hacked, he did not initiate the chargeback himself. The user must contact PayPal telling them that they did in fact make the transaction, if they don't it will be reversed. I find that these types of chargebacks are much harder to win than unauthorised access, since PayPal flagged it up themselves.

If hes inactive on Sythe he probably won't do anything about it and the money will get reversed back to him. I'd go ahead and report him if I were you, if he wants to be unbanned he will have to repay.

 

nahh it's not new. Got it in 2012

He said he was in GF paypal, so she had to upload identification and stuff.
But it has been some time since that day, and still no update on the situation.
