Website Coding Request (Paid via PayPal)

I have no idea really where else to request this, but I have a PSD that I need cut, and coded for a website. Since I don't have the time, or necessary knowledge, I thought it'd give it a shot here. If anyone knows how to do this and has a price for me right off the bat, add my on Skype or send me a PM (most likely a PM) here to let me know. Thanks!

EDIT: I can also install WordPress if it'd be easier converting it to that, instead.
