ban dispute on my account

i went to register to the syth .org forums and when i did it said i had already registered from this ip. Myself, ive never registered but i have 2 brothers play play wow and dabble in runescape. i talked to my little brother and he said he did registered and advertised to a website, so im guessing thats why i cant log in with his account when i tried. I want to become active on the sythe forums as they have the answer to everything and are quite useful. ive used sythe alot in my years of runescape googling and such. id like to know if i could either get my ip address unblock from here or my brothers account unbanned?
