Ban Evading?

Apparently the issue is being "discussed" in the upper lounge, but I'm still pretty much in the dark.

From what I understand, this is all over an IP that resided in San Diego. I traveled to San Diego with my mom and my sister August 14-21(Approx dates) 2008.
We stayed at our friends house which is where I assume I picked up the IP from a neighboring house.

Questions regarding the IP:
Shouldn't I have more California IP's if I EVER lived there?
Check my registration IP: Made in Virginia
Check my current IP: Virginia (switched to Verizon Fios from Comcast)
If my IP matches Pink Ran3, why doesn't it match his other accounts?..

I've said before I've traveled; I'll list places I've gone + logged into Sythe.
Canada, Flordia, California, Cancun, Egypt, Jordan, New York, New England(states), England, France.(There may be more)
