    That i.p. is from an electric company.....

    Actually, it appears to be a hosting company so there's a good chance it's just a common proxy. If there are no other links between them besides that one IP, I think he can be unbanned.

    I banned him. The IP came from a proxy or a hosting server. I'm not sure if he's responsible, but I'd give him the benefit of the doubt and unban him.
