whats does that mean?

ok so i have been given the same answer by 2 mods, "you are responsible for your ip" but what is that soposed to mean? thank you from readin my second request but providing the same answer that i didnt understand the first time did not help me understand. can either of you please tell me what you mean by this. ty or how this is against the rules so it doesnt happen to other users or possible me again
